Pegasus Life secured planning permission through public inquiry for a Sarah Wigglesworth Architects scheme for a C2 assisted living community at The Knowle, Sidmouth, Devon. The Design Review Panel (www.designreviewpanel.co.uk) were instructed by East Devon District Council (EDDC) to provide multidisciplinary, expert, independent and impartial guidance and feedback to the local authority, applicant and design team during the pre-application design stage.

Urban Designer

Throughout my career I have reviewed hundreds of designs of different types and scales and strongly believe design review panels can greatly enhance the design process.

In the Rotterdam planning department, I was on the organizing committee for the “Ontwerpers Overleg” (Designers Forum), which was a cross-departmental advisory board, meeting monthly, regarding planning and design in Rotterdam and how design can add value. It was extremely useful to bring together the relevant disciplines at the earliest stages of a design to learn from each other and enhance the outcome.

At the Greater London Authority, I developed a framework for urban design comments, focusing on typology, massing, architecture, inclusive design, and materials. Even though the applications were at a relatively high planning level I always made sure to highlight details that are of strategic importance to the success of the scheme. I was an active contributor to the Design and Access Forum, in which schemes are reviewed on inclusive design. I also regularly presented and reviewed schemes at the then Commission for Architecture and the Build Environment and I have done various presentations and panels to promote good design and urban infrastructure.

I have relevant experience with infrastructure projects. In Rotterdam, I reviewed plans for the high-speed train through Rotterdam, and was part of the initial design team for the redevelopment of the central station in Rotterdam, looking at the programme, integration into the area, and architecture.

I was responsible for the zoning plan and design parameters for the new underground station Blijdorp, making sure it was properly integrated in the urban context and that the above ground structure would enhance the conservation area it was located in.

During my time in Hong Kong I worked on different public realm projects. I completed a Master of Science degree in Interdisciplinary Design and Management at the University of Hong Kong, and wrote my dissertation on pedestrian connectivity of Transit-Oriented Development.

At Rotterdam, Tower Hamlets and the GLA I co-authored policy on urban design, devising policies that will yield good quality design but that are not overly descriptive.

I also have experience in defending good design. In my capacity as Urban Designer at Tower Hamlets, I successfully defended the refusal of a planning application on grounds of urban design at appeal.
Currently I am on the advisory committee for the Holly Lodge Estate conservation area.
