David Lobban
Town Planner (RTPI)
David Lobban graduated in Town and Country Planning 1982 and became a member of the Royal Town Planning Institute in 1984. He served as Treasurer of the South West RTPI Executive between 1996 and 2012. The first 14 years of his career was spent in Local Government as a Planner and Manager. He was a founding Partner with CSJ Planning Consultants 1996-98 and an Independent Planning Consultant 1998 – 2007 when he founded PCL Planning Ltd with David Seaton. From humble beginnings the practise has grown to two offices in Exeter and Bristol and employs 7 Chartered Town Planners. Since October 2012 he serves as a consultant to the business. As a Chartered Town Planner David has a wide range of experience of both policy and development planning covering issues such as strategic policy representations, five year land supply, major employment and tourism developments and housing development of all scales and types. As a Parish Councillor he advises Linkinhorne Parish Council on matters of design and policy. David serves or has served in a variety of capacities for Cornwall Business Partnership, Cornwall Economic Forum, South West Regional Flood Defence Committee 1997 - 2006. He is a Common Purpose Graduate (Bristol 1995), Member Plymouth Chamber of Commerce and Qualified Biochemist and Microbiologist with 13 years experience as a Microbiologist and laboratory manager with various Health Authorities.
