Pegasus Life secured planning permission through public inquiry for a Sarah Wigglesworth Architects scheme for a C2 assisted living community at The Knowle, Sidmouth, Devon. The Design Review Panel (www.designreviewpanel.co.uk) were instructed by East Devon District Council (EDDC) to provide multidisciplinary, expert, independent and impartial guidance and feedback to the local authority, applicant and design team during the pre-application design stage.

Sam Denby

Technical Director | Transportation

Sam is a Chartered Transport planner with over nineteen years’ experience in the industry and leads the Northern Transportation Team. He holds a Master of Science Degree in Transport Engineering and Planning and is an experienced project manager, leading transport planning teams in delivering a range of projects.

Sam’s expertise transcends the disciplines of transport planning and traffic engineering. He also has excellent communication skills working closely with clients and project team members to deliver high quality and cost-effective solutions. Sam’s wide-ranging development planning experience includes site access and feasibility assessments, capacity assessments, parking number requirements, development of parking layouts for urban developments and the identification of both physical and technical measures to mitigate the potential impacts of development related traffic.

Sam represents Hydrock while dealing with clients and when submitting reports to council highways officers. He has also led in the production of highways evidence for presentation at a number of public inquiries. Sam has been regularly involved in public consultation exercises as a representative of the client’s project team. He has organised, managed and carried out on-site audits and surveys including speed, mover observation, car parking beat, registration plate, traffic counts, as well as auditing public transport facilities, services and accident data. To discharge planning conditions for a variety of developments, Sam plays a lead role in the process required to secure a stopping up order of a public highway.

He has an expert knowledge of the computer junction modelling packages Junctions 9, TRANSYT, LINSIG3 and LINSAT which he has used to determine traffic capacity at junctions and signalised networks.
Sam also has specialist expertise in the fields of sustainable travel and planning for accessibility, encompassing travel plans, travel surveys, behavioural change strategies, consultation and marketing.
