Pegasus Life secured planning permission through public inquiry for a Sarah Wigglesworth Architects scheme for a C2 assisted living community at The Knowle, Sidmouth, Devon. The Design Review Panel (www.designreviewpanel.co.uk) were instructed by East Devon District Council (EDDC) to provide multidisciplinary, expert, independent and impartial guidance and feedback to the local authority, applicant and design team during the pre-application design stage.

Chartered Architect

I am a Chartered Architect with over 15 years experience in the construction industry. My primary role has been as one of lead Architect providing management and support to teams preparing planning and technical information for Clients across the South West. I have a wide range of experience and have been involved in many different projects over the years ranging from schools, community buildings, stadia and housing developments, both low density developments and high density, mixed use developments in city centre locations. Over the years I have developed a wide range of transferable skills that have allowed me to take on, balance and manage a number of roles simultaneously. I enjoy challenging problems, finding appropriate solutions that meet the needs and aspirations of the parties involved. I currently manage a medium sized team of architectural staff in Redrow Homes, South West. My main function is successful delivery of projects, ranging from small sites of low-density development to large scale urban extensions. My involvement ranges from inception to completion. Initiation facilitation of projects includes assessment of technical constraints, Urban Design aspects, possible unit numbers, density and coverage etc resulting feasibility sketch designs for internal and external review prior to planning submissions being developed. I work closely with our land, engineering, planning and technical teams prior to, and during the determination process to ensure that any comments made internally or externally by the LPA are picked and dealt with to deliver the planning approvals that meet the multi facetted needs of the business and the aspirations of the LPA. Prior to joining Persimmon Homes, I was employed by RPS Group, a consultancy based in Bristol whose client base included Barratt Homes, David Wilson Homes, Redrow Homes, Bovis Homes and Persimmon Homes. Prior to, and during my time at RPS I have also successfully delivered a number of Affordable Housing-schemes, for Registered Providers such as Knightstone, Housing Association, Devon and Cornwall Housing, United Communities, Affinity Sutton and Sovereign Housing Association. My involvement extends to every stage of projects from concept design to completion and hand over of projects to the end user. This has provided me with experience in all aspects of the schemes including, concept design, feasibility studies, planning applications and detailed design/construction packages. I have also had experience dealing with and managing planning appeals, as well as acting as an expert witness through writing Proofs of Evidence. Many of the sites and projects I have dealt with over the years have had a wide range of challenging constraints and issues which, as Lead Consultant, I have had to understand and communicate to the wider Design Team, to ensure that the constraints and their impacts where addressed within their various disciplines. This level of coordination and understanding has been invaluable ensuring that issues are dealt with appropriately and at the earliest opportunity saving both time and expense in both design fees and construction costs. My core objective has been providing good quality housing, which is responsive to physical and Policy constraints, is sensitive to the site’s context, supports and builds communities, whilst maximizing sales potential and revenues. My wide and varied experience has provided a firm understanding of the physical constraints a proposal may be subject to and comprehension of the unseen constraints set by business lead financial planning and economic targets. Both these aspects are invaluable, giving a holistic and balanced stand point when preparing projects for delivery or reviewing proposals at Design Review Panel.
